You will need  MuRa's Filter Meister  plug in get it here

You will need the tone

Click on the bottom wings layer, go to selection- load from alpha channel-bottom wings>flood fill with color white. go to effect>plug-in eyecandy4> fur . use these settings direction 90 , density 80, curl size 36, curliness 75, length pixels 36.00 draw only inside selection check , random seed 1 .deselect

Click on the top wings layer, go to selection- load from alpha channel-top wings>flood fill with color white. go to effect>plug-in eyecandy4> fur use same settings. keep selected go to effect plug in Mura mesister and use the tone use the factory setting but change the color to #C0C0C0 . then go to effect > sharpen> sharpen . then go to color> adjust >brightness and use these settings brightness 33 contrast 0  deselect  

Click on the feet layer, go to selection- load from alpha channel-feet>flood fill with color #BA9E76 > go to selection float. effect. cutout and use these settings Vertical 0 horizontal 0 opacity 30,blur 17.5 color #AC8854

we going to skip around now and do all the body parts just like the feet load the bodice, head,R hand and L hand

Click on the bottom skirt, go to selection- load from alpha channel-bottom skirt>flood fill with purple fill always the fill will be scale 100% angel 0 or color of your choice

Click on the top skirt, go to selection- load from alpha channel-top skirt> flood fill with white fill , deselect

Click on the skirt shadow, go to selection- load from alpha channel-skirt shadow> flood fill with purple fill keep selected , go to effects blur> motion blur and use these settings angle 180 pixel 18 . deselect

Click on the right top skirt, go to selection- load from alpha channel-right top skirt > flood fill with purple fill deselect

Do the same procedure for left top skirt

Click on the  top, go to selection- load from alpha channel top flood fill with white fill deselect

Click on the bow , go to selection- load from alpha channel bow  flood fill with purple fill deselect

Do the same procedure for collar and belt

Click on the right sleeve, go to selection- load from alpha channel-right sleeve > flood fill with white fill deselect

Do the same for left sleeve

Click on the belt button, go to selection- load from alpha channel- belt button flood fill with purple fill go to effect> inner bevel and use the bead preset deselect

Click on the halo, go to selection- load from alpha channel- halo flood fill with white fill deselect

Now uncover the face and hair or you can make your own

Now we are going to do the same cutout for all the clothes using these setting Vertical 0 horizontal 0 opacity 64,blur 17.5 color #C1ABC7  for the purple and color #C0C0C0.for the white fill click on each layer of clothing and do a cutout remember to float then effect cutout .

  We are done ,now merge all layer visiable and resize
