You will need Simple plug in . get it here
Download my gold tile
Open an image 200 by 200 .
Name this layer color. Pick any color you want to make this tile . I am using a blue since that is my favorite color. flood fill back ground with color
Make a new layer call this layer tile
Open the gold tile and flood background
Now go to your layer palette and move the slider from normal to luminance. Depend on how far to the left you go is the darker color . just play with it and you can come up with all kinds of shades of blue
Here a picture of how the layers should look
Now merge all layer , go to effect plug in -simple and use quick tile . save as a jpg and you are done
