color chart is on the canvas
We are going to skip around and do all the body parts first
Click on feet layer on layer palette
Selections Load from alpha channel feet
flood fill with the 4th color on your color chart
float > effect cutout use these settings
vertical 1
horizontal 1
opacity 100
blur 21.3
color 5th color
Do the same procedure for bodic, head. and hands
Click on shoe layer on layer palette
Selections > Load from alpha channel shoe
flood fill with the 3rd color on your color chart
float, same cutout but change the color to the 2nd color on chart
Now hide the layer we just did so we can work on the dress
We will do the same procedure for the all the dress layers, I zoom in so I could see better
Click on top layer on layer palette
Selections > Load from alpha channel top
flood fill with the first color on your color chart
set your foreground color to the 2nd color and your background color to the 3rd color
keep selected add another layer and use your air brush with these setting
round ,size 24. hardness 0, opacity 18 step 25, density 18 Spray around the marching ants , with the color 2 , then use the spray brush and go down the middle with color 3 go to effect > blur > gaussian blur and use radius 2.00
Do the same procedure for the L arm , R arm ,cuffs,side skirt, skirt 1 , skirt 2 skirt 3 and top skirt
Make sure you click on the dress layer not the shadow layer and add cutout on each dress parts with these settings

horizontal 1
opacity 100
blur 21.3
color 2
Now click back on layer shirt 2 >go to color adjust brightness/contrast , use these settings brightness -15 contrast 0
Do the same for skirt 3
Click on hat rim layer on layer palette
Selections Load from alpha channel hat rim
flood fill with the 1 color on your color chart
float > effect cutout use these settings
cutout
vertical 1
horizontal 1
opacity 100
blur 21.3
color 2nd color
Do the same procedure for the hat top
Click on hat band layer on layer palette
Selections Load from alpha channel hat band
flood fill with the 3rd color on your color chart
use same cutout but change the color to #DAD8D2
Do the same procedure for the hat bow and bow
Click on button layer on layer palette
Selections Load from alpha channel buttons
flood fill with the 3rd color on your color chart
Go to effect inner bevel and use the soft edge presets
Do the same procedure for the buttons cuff
Click on shade 2 layer on layer palette
Selections Load from alpha channel shade 2
flood fill with the 2nd color on your color chart
now take your soften tool , using your favorite setting and soften
Now uncover all your layers, you can either use my hair and face or make your own
Now you can decorate her and put something in her hand
We are done, Now you can resize here then go to sharpen sharpen
